BANTAM - A Torrington man arrested for failing to comply with the requirements of the sex offender registry was released from custody Tuesday.
Joshua C. Urritia, 26, was released Tuesday on a promise to appear by Bantam Superior Court Judge Wilson Trombley.
Trombley rejected a request by Assistant State's Attorney Magdalena Campos to set bond at $25,000.
The judge told Urritia he learned a lot about the registration requirements after ruling in a similar case recently.
"The system needs an awful lot of improvement," Trombley said.
Urritia is scheduled to appear again in court Aug. 16.
"If anything this case appears to be nothing more than a paperwork snafu," Urritia's attorney, James Longwell, said.
Urritia was convicted in February 2004 in Litchfield Superior Court of illicit sexual contact and sentenced to serve six months in jail of a five-year sentence and 10 years of probation, during which time he must register with the Department of Public Safety as a sex offender.
Sex offenders receive cards in the mail from the state registry every 90 days that they are required to mail back within 10 days to verify their address. Urritia failed to return the cards three times in March 2005, July 2005 and November 2005, according to an arrest warrant.
"He is in good standing now," Longwell said. "He has lived at the same address the entire time."
Urritia has complied with the requirements of probation and maintained a good work history, his attorney said.
