Two teens still missing after weekend search in Indian Mountain Lakes October 12, 2009 Two mentally disabled teenagers are still missing after a weekend search turned up nothing when firefighters and emergency search crews looked for the pair in the Indian Mountain Lakes community at the border between Monroe and Carbon Counties. Crews are no longer searching the area for the teens but they are still classified as missing, according to State Police at Fern Ridge. Charles Ray Lockard, 18, and Donna Marie Kiernan, 19, were reported missing on Friday afternoon from a home on Lenape Trail in the Carbon County section of the development around 6:30 p.m. Emergency crews searched door to door over the weekend and used search dogs to try to locate the teens on, according to the Penn Forest Volunteer Fire Company. They are described as disabled with a sixth grade mental capacity and the disappearance is now being treated as a runaway situation, according to Sarah Zappola at the fire company. Lockard is described as a white male, 5 feet 7 inches tall, 150 pounds, with blue eyes and brown hair. He was last seen wearing a black hat with a skull on the side, a green and white hooded sweatshirt, a black shirt, blue jeans, gray and white sneakers and a black wallet with a chain attached. Kiernan is a white girl, 4 feet 11 inches tall, about 135 pounds with blue eyes and blonde hair. She was last seen wearing blue jeans, pink and black sneakers and a gray hooded sweatshirt with “West Coast Choppers” printed on it. Search called off after two days for missing Carbon County pair State police say they'll keep looking for Charles Lockard, 18, and Donna Kiernan, 19 By Kevin Amerman OF THE MORNING CALL October 12, 2009 A two-day search was ended Sunday for two mentally challenged people who have not been seen since they went for a walk in their sprawling Carbon County development, according to county authorities. But state police said they will continue looking until the pair is found. Charles Ray Lockard, 18, and Donna Marie Kiernan, 19, left a home on Lenape Trail in Penn Forest Township around 6:30 p.m. Friday, said state police at Fernridge. On Saturday and Sunday, emergency management workers, firefighters and residents searched through Indian Mountain Lakes, a 3,000-home wooded development in Penn Forest Township, Carbon County, and Tunkhannock Township, Monroe County. ''We had upwards of 95 people today conducting the search,'' said Mark Nalesnik, director of Carbon County's Emergency Management Agency. ''It's a huge area and we feel we searched it thoroughly.'' It's unclear if the pair ran away or are lost, Nalesnik said. He said no note or message of any kind was left behind. Family members have said they have learning disabilities and operate on a sixth-grade level, Nalesnik said. State police have described the two as boyfriend and girlfriend, but Nalesnik called them ''real close friends.'' Nalesnik said searchers looked in heavily wooded areas until about 2 a.m. Sunday and about 8:15 p.m. Sunday. Night made the search too dangerous, he said. ''We had some searchers walk into large bears,'' he said. Lockard, who is 5-foot-7' and 150 pounds with blue eyes and brown hair, was last seen wearing a black hat with a skull on the side, a green and white hoodie, a black ''AC/DC'' shirt, blue jeans and gray and white sneakers. He also had a chain attached to his wallet. Kiernan, who is 4-foot-11 and 135 pounds with blue eyes and blonde hair, was wearing blue jeans, a gray hoodie with 'West Coast Choppers'' on it and black and pink sneakers. Missing Carbon County teens are found unharmed By Tracy Jordan Of The Morning Call 10:38 a.m. EDT, October 16, 2009 Two mentally challenged teens who sparked a massive two-day search have been located and returned to their homes a week after they went missing from their residential development, state police at Fern Ridge said today. Charles R. Lockard, 18, and Donna M. Kiernan, 19, of Indian Mountain Lakes in Penn Forest Township, disappeared last Friday from the development that straddles Carbon and Monroe counties. A state police dispatcher said the two were found unharmed in Pennsylvania, and troopers are preparing a news release with more details. About 100 emergency management workers, firefighters and residents searched their 3,000-home wooded development last Saturday and Sunday before calling off the effort without knowing whether the boyfriend and girlfriend had run away or were lost. Carbon County emergency management officials said family members told them the two operated on a sixth-grade level.
