Dodge sex offender bulletin January 26, 2009 From the Dodge County Sheriff's Department: SEX OFFENDER INFORMATION BULLETIN Date: January 27, 2009 The Dodge County Sheriff’s Department and Mayville Police Department are releasing the following information pursuant to Wisconsin State Statute 301.46(2m), which authorizes law enforcement agencies to inform the public of a sex offender’s release when, in the discretion of the agency, the release of information will enhance public safety, awareness and protection. The individual who appears on this notification has been convicted of a sex offense. Further, this individual’s criminal history places him/her in a classification level which reflects the potential to re-offend. This sex offender has served the sentence imposed on him/her by the courts. This person is NOT wanted by the police at this time. This notification is not intended to increase fear; rather it is our belief that an informed public is a safer public. Sex offenders have always lived in our communities; but it was not until the Sex Offender Registration and Community Notification Law was enacted that law enforcement was able to share this information with the community. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will NOT be tolerated. The offender will be paroled when he/she reaches the maximum release date the week of February 10, 2009 after serving a sentence for: 2nd DEGREE SEXUAL ASSAULT OF A CHILD, 948.02.(2), 3RD DEGREE SEXUAL ASSAULT, 940.225(3). SCHRAUFNAGEL Age: 49 Race: WHITE Sex: MALE Height: 5’3” Weight: 145 Hair: BLACK Eyes: BROWN The offender will be residing N10317 Dairy Road, Mayville, Dodge County and will be under 24 hour electronic monitoring. He will be supervised by agents specializing in intensive supervision. He will continue to participate in long-term programming while on parole. In addition to the intensive supervision rules, to which he must adhere, he will be subject to additional specific rules. These rules include: no contact with any of the victims; no unsupervised contact with minors; no taverns/bars/liquor stores, not to consume drugs or alcohol; and he may not reside in the same residence with any minor children. The offender is registered with the Sex Offender Registry and will be escorted upon release from confinement, directly to the Dodge County Sheriff’s Department where a face-to-face contact with law enforcement will take place. If the subject violates any of these rules or conditions of parole, he will be taken into custody and placed in confinement, pending review of possible revocation proceedings. Sex offender will live in town of LeRoy By CITIZEN STAFF MAYVILLE - Dodge County law enforcers will hold a public notification meeting Feb. 4 at 6:30 p.m. at Mayville City Hall, 15 S. School St., regarding a convicted sex offender who will reside in the city of Mayville after serving prison terms for second degree sexual assault of a child and third degree sexual assault. David K. Schraufnagel, 49, will reside at N10317 Dairy Road in the town of LeRoy, following his release from prison on Feb. 10. He will be under 24-hour electronic monitoring, and he will also be supervised by agents specializing in intensive supervision. He will continue to participate in long-term programs while on parole. According to police reports, the assaults occurred when Schraufnagel served as a volunteer for Mayville School District in 2004. He told investigators he had inappropriately touched two teen-age girls. Charges were also filed in a separate case against Schraufnagel in which he was accused of inappropriately touching two teen-age girls at a residence in Mayville. He was sentenced to 3 1/2 years in prison and 6 1/2 years of extended supervision in March 2004. In addition to the intensive supervision rules to which Schraufnagel must adhere, he will be subject to additional specific rules including: No contact with any victims; no unsupervised contact with minors; he must not enter taverns, bars or liquor stores, nor may he consume drugs or alcohol; and he may not reside in the same residence with any minor children.
