Level 4 sex offender registers From staff reports A newly-assessed level 4 sex offender lives in Baxter County in the Promise Land area, according to a Baxter County Sheriff's Office news release. Donald Raney, 46, was assessed by the Arkansas Department of Correction in October and was classified as a Level 4 sex offender, which is defined as a violent sexual predator. In April 2002, Raney was convicted of sexual battery in connection with pulling a knife, threatening and raping a 38-year-old woman. His criminal history includes multiple violent sexual offenses against female acquaintances, which includes assaulting a 34-year-old woman in her home, according to the Baxter County Sheriff's Office. He has prior arrests for terroristic threatening, carrying a knife, burglary, trespass, sexual misconduct, driving a vehicle while intoxicated and assault on a law enforcement officer. Raney lives at 186 Baxter County Road 87 in the Promise Land area. He is a day worker through Arkansas Workforce and is self-employed, and also is known to hitchhike for fun, according to the release. He is white, 5 feet 8 inches tall and weighs 155 pounds.
