Maple Grove notified about Level 3 sex offender by Alicia Miller (Created: Wednesday, November 5, 2008 3:56 PM CST) The Maple Grove Police Department has been notified that a Level 3 Sex Offender has moved into Maple Grove. Douglas James Felix moved into the 9400 block of Ranchview Lane N. Saturday, Nov. 1. There was a community notification meeting Sunday, Nov. 2, at Maple Grove Senior High School. According to Capt. Scott Smith, of the Maple Grove Police Department, there were about 130 people who attended the notification meeting. At the notification meeting, the Minnesota Department of Corrections gave about a 45-minute presentation on the Minnesota Offender Notification laws, safety tips and information about the offender. Members from the Minnesota Department of Corrections and the Maple Grove Police Department were available to answer questions at the meeting for the last 45-minutes. Capt. Smith said there were about 10 to 12 people who had questions. He said one of the most predominate questions was why residents can't do anything about Felix living in the city. "Other questions we could not answer, because the information was not public," Capt. Smith added. According to the fact sheet, Felix is 36-years-old and has a history of sexual contact with juvenile females (ages 11 to 15). He was also known to the victims. He is not wanted by the police at this time and has served the sentence imposed on him by the court. The fact sheet also said the notification is not intended to increase fear in the community. It also said that law enforcement believes that an informed public is a safer public. Along with the letter, a fact sheet was also sent to residents. The information sheet, prepared by the Minnesota Department of Corrections, is posted on the city's website at www.ci.maple-grove.mn.us. The information is also available on the Minnesota Department of Corrections website. Capt. Smith said there are 38 predatory offenders living in Maple Grove. Felix is the only Level 3 offender in the city. "Prior to this Level 3 offender, there was only one in the city in 2002," he added. "He has since moved out of Maple Grove." As for the notification meeting, Capt. Smith feels the city is lucky to have the law in place. "I feel people learned a lot about predatory offenders and Level 3's," he added. "We are able to inform people on how to protect themselves. People learn about safety things on what they can implement themselves as families."
