Sex offender moves to Dickinson Ashley Martin The Dickinson Press Published Friday, January 16, 2009 Dustin Miles Besler, 27, who is a high risk registered sex offender, recently moved to Dickinson. Investigator Amanda McNamee from the Dickinson Police Department said Besler is residing at 124 Fourth Ave. E. He is 6-foot-1-inches tall, weighs 190 pounds, has blue eyes, brown hair and fair skin, according to the North Dakota Sex Offender Web site www.sexoffender.nd.gov. McNamee said Besler was convicted in 2000 of having sexual intercourse with a 14-year-old female in Stark County. “Besler is not wanted by the police at this time and has served the sentence imposed by the court,” McNamee said, adding the information provided is not intended to increase fear in the community. “It is the belief of the Dickinson Police Department that an informed public is a safer public.” Those who attempt to harass, intimidate, or threaten sex offenders or their families, landlords, or employers will be prosecuted, according to the Web site. “The Dickinson Police Department does not have control over where Besler chooses to reside, work, socialize or go to school, unless the court has deemed it necessary to place restrictions on the offenders’ movements,” McNamee said. Three other high risk sex offenders also reside in Dickinson, according to the Web site. http://www.thedickinsonpress.com/articles/?id=19260

Community notification is the responsibility of your local law enforcement agency. Attempts to harass, intimidate, or threaten these offenders or their families, landlords, or employers will be turned over for prosecution. If you would like to sign up for email notification for this offender, visit Email Notification http://www.sexoffender.nd.gov./OffenderDetail.aspx?Id=1258 Offender Risk Level Description High – Statistically the most likely to commit another sexual offense, high risk offenders have typically committed more than one offense, have refused to engage in sex offender treatment, or have engaged in behaviors that contribute to an elevated level of risk. Moderate – Moderate risk offenders score higher on actuarial tools than those in the low risk category, but may not constitute a significant threat to all members of the public. Community notification is "targeted" towards those who fall in a similar victim class as a previous victim of the offender. Low – Statistically the least likely to commit another sexual offense, low risk offenders have typically only committed one offense, have completed sexual offender treatment, or have been in the community for a number of years without reoffending. Not Applicable – Offenders against children, who have not committed a sexually-related offense, do not get assigned a risk level. There are no actuarial tools that predict recidivism for these offenders. Undetermined – To make use of the most accurate and current information, risk levels are not assigned until a few months prior to an offender’s release from prison. For offenders that come to North Dakota from another state or the federal prison system, it may take several weeks to gather the necessary records, assign the risk level, and provide the offender a due process hearing. Offenders whose risk level has not yet been assigned are classified as "undetermined". http://www.sexoffender.nd.gov./definitions/AssessmentDesc.shtml
