Family of slain girl wants law loophole closed OhioColumbus, Ohio(AP NEWS)
State lawmakers are moving to close a
legal loophole that would allow a man
who killed a 14 year old girl to walk out
of prison next month without registering
as a sexual predator.
Robert Lee Wells,44, who fatally stabbed
Barbra Sue Caulley in 1988, was granted
parole in June but remains in the CHillicothe
Correctional Institution while the victims family
fights his release.
State law requires people found guilty of invol-
untary manslaughter to register as a sex offender
but not those convicted of voluntary manslaughter.
A judge convicted Wells of voluntary manslaughter
based on a bite mark on the girls left breast that
matched Wells' teeth.
"Certainly the facts of this case would indicate that it
was motivated by sexual conduct." said Franklin County
Prosecutor Pon O'Brien, who wasn't county prosecutor
when the case went to trial but whose research uncovered
the loophole.
Republican Senator Steve Stivers of Columbus is trying
to change the law in a pending victims rights bill.
O'Brien will join Caulleys family at a parole hearing on
September 12, 2007 to fight Wells release.
They want to keep Wells in prison long enough to get the
fixed and get Wells designated as a predator.
Sexual predators must register with the sheriff in the
county where they live. The designation also prohibits
them from living 1,00 feet near schools. Some towns
have added daycare centers, libraries, parks, swimming
pools, and parks/playgrounds to the 1,000 ft rule.

Please write to the parole division in Ohio for this
family. It is unfair he raped, murdered, and then killed
the child of whose innocence he stole to walk freely without
registering for the rest of his life.
We are also asking that our Governor hear from us who
can make this childs lost voice rise once again for the justice
needed to prevent another life lost to this mans hands of ill
fate.
We don't have the parole boards address but we do have

your letters of concern for this to be changed.
