I do understand your concern about this child, and I am fully aware
that you are running into difficulties with the Detroit Police Department.
The number for the Detroit Police Department is 313-596-1800, ask for
the missing persons unit. I am not aware of any toll free number that
rings directly into the Chief's office.
To answer your 1st question about the entry of missing children into
Michigan's Law Enforcement Information Network (LEIN), each law
enforcement agency in Michigan enters information into LEIN themselves. There are state laws pertaining to the entry of missing children into this
system, they include;

In Michigan, as of 12-04-2005, LEIN had a total of 1612 juvenile
missing persons entered into the system. On the date that I received your
email I checked our LEIN system running an inquiry to see if Jessita Hagan was currently listed, and she wasn't.
The entering agency (Detroit Police Department) may have edited the
record removing her from the system. LEIN is only an investigative tool
for law enforcement, there can be many reasons for the removal of the
record, she may have been recovered, or located in another jurisdiction.
The Michigan Clearinghouse does not receive police reports from each
agency in Michigan when a child is reported missing. The Clearinghouse
acts as a information and referral resource for law enforcement and the
public on issues of missing children.
To answer your second question, again the entering agency would be the
agency conducting the investigation. In Detroit, when a report is taken
at a local precinct, the record is entered at a central location. My
understanding from past experience with the Detroit Police Department,
these records are entered according to when they are received from the
precinct. This particular case may have been forwarded to the Missing
Persons Unit of the Department.
Thirdly, I again am not aware of a toll free number for the Detroit
Police Department. I am also aware that the Detroit Police Department has their own freedom of information forms that are utilized when
requesting copies of agency reports, the Department might also charge a
processing fee for those reports. To request a copy of the report, you have to contact the records division of that agency.
