Man Arrested In Child Pornography Case

A Winchester man was transferred to federal custody Friday morning on charges of child pornography.
Winchester Police Officers arrested James Wallace, 47, of North Vine Street, Thursday morning on charges of sexual exploitation of a minor.
"This arrest culminates nearly three years of investigation into this case," Winchester Police Chief Dennis Young said Thursday.
He noted that his department received a complaint in January 2006 alleging that Wallace had more than 200 images of "child pornography including bondage of prepubescent child and sexual exploitation of minors engaged in sexual activity."
Young notified FBI Agent Richard Poff who, according to Young, referred the case to the federal agency’s Internet Crimes Against Children Task Force.
The investigators, according to the chief, allegedly found child pornography on his laptop computer and a hard drive computer.
"We have also been working with authorities in La Peer, Michigan, where Wallace also has a residence, on child porn," Young said. "He has been indicted there on charges involving a young girl."
Investigators allege that Wallace had numerous pictures of girls ranging in age from five to eight years old. "He also had one baby being mistreated," Young alleged.
Young noted that investigators believe there "might be" some young girls living in Winchester who may have been victims.
During a hearing in federal court Friday before U.S. Magistrate William Carter, Wallace was charged with knowingly possessing material that "contained images of child photography that had been transported in interstate commerce by a computer."
An affidavit submitted to the court by an investigator with the Federal Internet Crimes Against Children Task Force alleges that the task force learned that child sexual abuse images were available for download from an IP address in Winchester from April 24 through May 9, 2008. The affidavit also alleges that the address that the material was being sent from was registered to Wallace.
The affidavit alleges that the task force reviewed a hard drive found in Wallace’s possession and found approximately 10 images of child pornography where the focal point of the images observed was the private parts of females. The affidavit also alleges that the investigator located evidence of downloading and possession of other child pornography from Internet file sharing networks.
The affidavit also alleges that Wallace is under indictment in La Peer, Michigan for rape of a child.
A federal grand jury is scheduled to review evidence against Wallace when they convene on Aug. 16 in Chattanooga.
Investigators say additional charges are pending in federal court against Wallace, but they would not elaborate on what those charges were.
