Homeless Level 3 sex offender lives in Hyannis July 16, 2008 HYANNIS — A Level 3 sexual offender is now living in the area, according to Barnstable police. Jeffrey Foley, who lists his housing status as homeless and is unemployed, was convicted in 1995 of indecent assault and battery on a child under 14. Sexual assault convicts who register with the state are classified on a scale of 1 to 3 based on their probability of committing another sexual assault. A Level 1 convict is considered least likely to commit another sexual assault. A Level 3 convict is considered at highest risk of re-offending.
