Laredo girl missing By LAREDO MORNING TIMES Published: Wednesday, September 23, 2009 4:52 PM CDT Updated 9/23/08 4:45 p.m. An Amber Alert has been issued for a 12-year-old girl who went missing after she left for the store Tuesday morning. A runaway report was filed at 3:56 p.m. Tuesday for Karla Victoria Yrigoyen Rivas. When she did not return home, Laredo Police Department’s Special Investigations Unit took over the case, changing it to a missing persons report, said Officer Alberto Escobedo, Laredo Police Department spokesman. Escobedo could not say why the girl was not at school. The child was last seen leaving her residence in the 3900 block of Barcelona Avenue at about 8:30 a.m. LPD listed 28-year-old Jose Angel Cruz, also known as Giovanni, as a person of interest in the case and stated Yrigoyen Rivas might be with him in a news released issued just before 5 p.m. According to Escobedo, Cruz was renting a room in the girl’s house. Yrigoyen Rivas was last seen wearing a white blouse, blue jeans and black sandals. Yrigoyen Rivas is 5 feet tall and weighs approximately 100 pounds. She has brown eyes, black curly hair and a light complexion. Cruz is 5 feet 6 inches tall, weighs 200 pounds and was last seen wearing a blue muscle shirt, blue jeans and yellow workboots, according to the LPD news release. The Amber Alert states that Cruz is bald with a tattoo on his right arm of a devil head skull and a tattoo of medusa on his right leg. Missing 12-Year-Old Texas Girl Now Believed To Be In Mexico A 12-year-old girl for whom an Amber Alert was issued last week is still missing and may be in Mexico, police say, although the Amber Alert has been canceled. LAREDO (September 28, 2009)—A 12-year-old Laredo girl whose disappearance a week ago Tuesday led the Texas Department of Public Safety to issue a statewide Amber Alert is still missing and may be in Mexico. The Amber Alert for Karla Victoria Yrigoyen-Rivas, however, has been canceled. KGNS-TV is reporting that authorities are reviewing surveillance video that shows that the girl is in Mexico. The station reported that police are working with authorities in Mexico to try to locate her. According to several reports, it’s possible the girl went willingly. She’s believed to be with Jose Angel Cruz, 28, who also goes by the name Giovanni, the DPS said last week. He’s Hispanic, about 5-foot-6, weighs about 200 pounds, is bald and has brown eyes. He was wearing a blue muscle shirt, blue jeans and yellow work boots. It's a parent's worst nightmare. You wake up and your child is gone. Well tonight the Laredo Police Department say Karla Rivas the 12-year-old girl who has been missing for several weeks has returned home. Officials say Karla Rivas contacted her mother Sandra, saying she was coming home. In a coordinated effort investigators and federal authorities met the girl at the bridge of the Americas this afternoon at around two. After an extensive investigation and interviews with the girl, authorities say through her own admission Karla Rivas went to Mexico voluntarily and was never at risk. Joe Baeza - Laredo Police Dept. "She was not harmed in any of this and on the surface it appears to be no criminal acts in her leaving to Mexico." Back on September twenty third, 12-year-old Karla Rivas was reported missing by her mother. A person of interest in the case was identified as Israel Blanquel Sotelo, a Mexican national who rented a room in Karla's home from her mother. Local authorities believed Rivas went with him to Mexico after a camera at bridge one snapped photographs of the two crossing bridge one the day she disappeared. Police say while they have been searching for her north of the border, she has been living with family members in Mexico but decided she was ready to return home. "The case is still open and ongoing as we are reviewing the case to see if any charges will be filed at a later date." Police also say a forensics test was performed and Karla did not exhibit any signs of abuse.
