MURDER VICTIM Photograph taken in 1991 Victim - Peggy Irene Chappell THE DETAILS SURROUNDING THE CRIME Information is being sought in connection with the November of 1993 abduction and murder of then six-year-old Peggy Irene Chappell, in Birmingham, Alabama. Chappell's body was discovered in a dilapidated garage behind a large abandoned house approximately 75 yards from her residence. Her body was wrapped in three green plastic garbage bags. She was nude with her clothes folded in the bags. She had suffered a blow to the head and her throat had been slit. In Memory of Peggy Irene Chappell Peggy, 6, was last seen alive on Thanksgiving Day, 1993 in Birmingham, Alabama, getting into a van with a man. The next day her nude body was found about 75 yards from her home. She had been wrapped in a beach towel and three green plastic garbage bags, and stuffed inside a garbage can which was left in a dilapidated garage behind an abandoned house. Peggy's throat had been slit, her skull smashed, and her arms, legs, and left buttock beaten. Her clothes were found folden in some bags nearby. Peggy's mother, Kate Chappell, claims she knows who abducted her daughter, and says that the man had taken Peggy before but always brought her back safe. She refuses to identify the individual to investigators. Kate was charged with hindering prosecution in 1994, and pleaded guilty. She was sentenced to probation, a condition of the probation being that she cooperate fully with police in their efforts to find Peggy's killer. However, Kate still refused to tell who abducted Peggy and was violated on her probation in 2000. She was sentenced to three years in prison and five more years of probation afterwards.
