Decatur police asking for help in finding sex offender Posted by Niki Doyle November 12, 2008 1:41 PM Categories: Crime DECATUR, Ala. -- Police need help located a convicted sex offender who failed to register with the state and has since fled from the county where he's wanted. The Lawrence County Sheriff's Department has a felony warrant for 52-year-old Ray Charles Downs for failure to register as a sex offender. Police believe he has left that county and is now living near Brownstone Avenue in Decatur, according to a statement from Decatur police Lt. Jonathan Green. Downs was convicted in 1998 on charges of raping a 39-year-old woman in Morgan County.
