Man held for court in sex offender case

WELLSBORO - An Oregon man charged with failing to register as a sex offender waived a preliminary hearing Friday, sending his case to Tioga County Common Pleas Court.
Mark R. Blanchard, 50, who had been living in an apartment on Crafton Street, waived the hearing before Wellsboro District Justice Philip Sweet. He ordered Blanchard to appear in county court Dec. 12 for formal arraignment.
Wellsboro Officer James Bodine arrested Blanchard last month on a misdemeanor count of failure to comply with registration of sexual offenders. He had been in Wellsboro for seven or eight months, Bodine said.
"He moved here to escape parole in Oregon," Bodine said. "He's classified as a sexual predator, not just a sexual offender. He is a top-level abuser. He has a lifetime responsibility to register with police no matter where he goes. He failed to do that."
Police seized a computer from Blanchard's apartment and will analyze its contents. They are also investigating Blanchard's activities while he was in Wellsboro.
"We don't know whether he abused anyone here," Bodine said. "We are looking into that."
Bodine arrested Blanchard after a worker at Hollywood Video on Crafton Street complained that he made "inappropriate" remarks to juvenile male employees.
Blanchard will likely be returned to Oregon on a cross-country inmate bus, Bodine said.
