Predatory sex offender on the loose in Oregon Story Updated: Dec 15, 2008 at 12:20 PM PST By KVAL.com Web Staff EUGENE, Ore. -- A predatory sex offender who broke into a home and raped a woman was released from prison last Wednesday only to flee supervision on Friday. Ricky Allen Robbins remains at large with an active warrant out for his arrest. He is 5-foot-10-inches tall and 170 pounds with brown hair and hazel eyes. Robbins was paroled last Wednesday. By Friday, he had fled from supervision. His whereabouts are not known. Robbins was in prison until 2007 for the 1983 rape of a woman. Robins broke into the woman's house and raped her. The victim got away, got a gun and shot Robbins, who was arrested and convicted for the crimes. After his release in 2007, Robbins fled supervision while on parole and traveled to the East Coast. Police in New York investigated two instances where a suspect broke into a home and rubbed the legs of women while they slept. DNA evidence found on a hat near the scene of one of the crimes matched Robbins. Robbins was later arrested in New Orleans for viewing child pornography in a university library. Fugitive sex offender possibly spotted at IUSB By ERIN BLASKO Tribune Staff Writer SOUTH BEND — Twice in the past two weeks, a man resembling a fugitive sex offender has been spotted at Indiana University South Bend, authorities say. IUSB spokesman Ken Baierl said a person resembling Rickey Allen Robbins was spotted by a faculty member Jan. 2 and by an administrator Thursday. The first sighting was in the parking garage and at adjacent Wiekamp Hall, he said, and the second on the first floor of the administration building. The employees reportedly recognized Robbins from a photo of him that has been circulating college campuses. Robbins, 57, who has family in Union City, Ind., was released from custody in Oregon on Dec. 10 and immediately fled parole, according to a campus e-mail alert. He has been known to target college campuses, sometimes posing as a professor to enter campus buildings. Robbins has reportedly committed burglaries and sexual offenses at college campuses across the country. Campus police have alerted the campus community of Robbins’ possible presence, Baierl said. An e-mail alert was sent out Thursday afternoon, he said, and a message and photo were posted on the campus’ electronic bulletin board. Fliers have been posted at the entrances and exits to all campus buildings. In addition, Baierl said, other Indiana campuses have been alerted, as well as South Bend police. It is unknown whether Robbins has been spotted anywhere else since he fled. A call to his parole officer in Lane County in Oregon was not immediately returned Thursday evening. Robbins is described as about 5 feet 9 inches tall, 140 pounds with brown eyes and brown and gray hair. He has scars on his abdomen, back and chest. Authorities are asking anyone who spots him to call local police. BSU police warn students about sex offender Updated: Jan 16, 2009 10:54 PM EST Emily Longnecker/Eyewitness News Muncie - There's a warning going out to Ball State University students about a convicted predatory sex offender authorities think could be in the area. Police are telling students to be on the lookout for a man named Rickey Allen Robbins. According to authorities in Oregon, Robbins recently skipped parole there and may be headed to the Indiana, where he has family in the Richmond area. When Ball State freshman Kristen Hofmeister got a flyer with pictures of Robbins in her e-mail, she said she wasn't sure which face to study first. "He looks like four different people, 'cause they showed four different pictures and I was like, 'That's the same person'?" said Hofmeister. But Ball State University police say even though the hair cuts and facial hair are different in each picture, the face is still the same. "I'm not sure you could forget that face," Ball State University Police Chief Gene Burton. "Am I concerned that he's here today? No. But I still want my officers and my community to be wary and aware that he may, he could frequent here." Authorities say Robbins is known for hanging out in college bars and sometimes even poses as a college professor. "He's known for targeting college campuses, college girls. He initiates conversation, asks to take pictures," explained Burton. "Kinda scary," said Ball State junior Kaitlin Vaughn. "It's just really weird," added her friend and student Natasha Sieracki. "It makes you a little bit nervous," said Hofmeister. That's why some of the female students say they're being a little more careful since getting the e-mail warning them about Robbins. "I think everyone is a little bit more watchful when they're walking at night from downtown or just making sure who's around you more often then you normally would probably," explained Vaughn. "I think if you're aware that's the most important thing," said Sieracki. Kristen Hofmeister says she'll be carrying her phone with her at all times. But she says she's studied Robbins' photos long enough to know who she's trying to avoid. Police describe Robbins as 57 years old, 5 feet 9 inches tall and weighing 190 pounds with brown and gray hair. They say he also has scars on his stomach, back and chest. Plenty of 'sightings' of wanted fugitive Campuses on alert after warning from Oregon. By DAVE STEPHENS Tribune Staff Writer SOUTH BEND — According to police tipsters, fugitive sex offender Ricky Allen Robbins was seen all over the city Friday. A day after Indiana University South Bend officials warned students and staff about possible sightings on campus, city police received multiple calls about the wanted man's presence in different areas of town. None of the tips, however, proved to lead officers to Robbins, a 57-year-old convicted sex offender who didn't show up for parole after being released from an Oregon prison Dec. 10. Officials in Oregon warned that Robbins could be headed to Indiana, as he has family in Union City, in central Indiana. College campuses also were notified because Robbins has a history of burglary and sexual offenses on campuses across the country. On Jan. 2, an e-mail alert was issued at Earlham College in Richmond, Ind., that Robbins could be a possible suspect in a string of campus burglaries, although no evidence was found he had been on campus. On Thursday, the same day an e-mail alert was issued at IUSB about a possible sighting, police at Ball State University in Muncie warned students there to be on the lookout for Robbins. News of a possible sighting at IUSB, however, was enough to spur other sightings in the South Bend area. Capt. Phil Trent said police had received multiple calls about possible sightings of Robbins, some leading officers to bearded homeless men near downtown. "We're getting sightings all over ..." Trent said, "but so far they have not led to anyone." That fact remained true at other colleges as well. Messages were sent to students at Notre Dame warning that Robbins could be in the area, although there have been no reported sightings there. Saint Mary's College put an alert about Robbins on the college's crime Web site, but again no sightings had been reported. At IUSB, where classes were canceled Friday because of the weather, police said they had no updates on the case. Police stressed, however, that it wasn't known if Robbins had been on campus, as there were only reported possible sightings of the man. Even so, concern about Robbins' possible presence could still be felt on campus Friday, despite the empty parking lots and buildings.
